All attempts to census the population have proven to be fruitless as the Synod have multiple restricted areas completed with augury shielding and their own refusal to supply such figures leave estimates ranging from 10 million to 7 billion, with a 98% margin of error.

History

Pre-Compliance

Well before the coming of the Imperium the Oteal System was ruled by the Kazitian Synod and their seat of power was the mighty Forge World of Baylon. From this planet the Synod first created their vast foundries and then spread to the outer planet of Dur-Kazit to establish a colossal defensive Fortress World with which to protect the system and control the trade routes. Capitlising on this, the Synod then proceeded to bring the Knight Worlds under their rule after which the Baylonian Conclave was formed.

Led by the emotionless logic of the Mechanicum and protected by the Noble Houses of the Knight Worlds, the Oteal System became a powerful player in the Sub-Sector, and all the while the silent strings were being pulled from the rusty forge world of Baylon. Its underground storage constantly being expanded as the planets near limitless resources were mined and converted to valuable trade goods but also masses of unknown products stored for the Synods own use and protection. While certainly not capable of Engine production, their library of STC's is thought to be quite large.

Compliance

Thanks to the intervention of the Imperials Mechanicum, Baylon itself never saw the flames of forced Compliance. Once the Fortress world of Dur-Kazit was leveled, the negotiated Compliance ceased all hostilities and even granted the Synod some level of power in the System with the two Knight worlds remaining in direct Fealty with Baylon rather than the Imperial governor installed at Laigach, much to his consternation. It was perhaps this situation which led to the continued push for autonomy from the Synod, continually pushing the agenda at all times with the Governor and working against the Imperium in quiet and gradual ways.

Tensions continued to rise as the years slowly ground by, the Governor made continued accusations of the Synods sedition but the SUb-Sector governor at Centrumeh Gate needed the resources produced by the mighty Forge World more than he needed the favour of a back water Governor who didnt even have authority over the entirety of his own system. There was little chance of any other outcome once the Heresy occurred.

Post Compliance

Even before the shocking actions of Istvaan filtered through to the Australis Ultima Sector, the situation in the Oteal System had degenerated to dangerous levels. Rumours of military build ups on the Kazitian loyal planets persisted along with the myth that Dur-Kazit was being secretly rebuilt, however without any evidence the systems Governor could take no direct action against the planets as they were sworn to the Red Planet and owed him no allegiance.

With the onset of civil war and the Fabricator General openly siding with Horus, the Kazitian Synod seized the opportunity and declared independence of the Imperium, reforming the Baylonian Conclave and began mobilising its military. Desperately outgunned the Governor immediately issued a recall to all Imperial forces in the System and requested aid form the Sub-Sector Governor in Centrumeh Gate.

Before the Kazitian forces were able to fully muster, a small armada translated into the system, but not in response to the Governor’s call for aid. It was a splinter element of a fleet loyal to the Warmaster on its way to the Trugoy System to prosecute another war of eradication against the Loyalists. Unsure of the situation and unwilling to engage two potential enemies the Kazitian navy maintained a defensive posture while attempts to communicate with the new player were sent.

Despairing at now having to face two potential hostile forces, the Imperial presence in the system began to prepare for the worst and readied themselves for invasion. Hope blossomed momentarily when a signal from the VIIth was received, confirming that they were en route and less than two days out, this message however was followed quickly by the Sub-Sector wide broadcast from the Imperium, instructing all Loyal fleets to the Trugoy System.
