All none military personelle are considered hostile combatants whether Xenos or Human.
Multiple Grotto Penance regiments stationed on the world, enacting the Imperial mandated cleansing of Xenos presence, supported by a small cadre of Imperial Army. Suspected underground communities with populations upwards of half a million humans and harbouring an unknown number of Xenos lifeforms.

History

Even before the decimation wrought upon by the Compliance, Styges III was a dying world, used by the Grotto System as a toxic dumping ground, prison and experimental chemical production. Grotto secured a lucrative revenue stream from the other System Kingdoms by allowing them to dispose of their undesirable wastes onto the planet in exchange for favours, trade concessions and other benefits on top of the high fees. The planets popolation was soon replaced with prisoners (from neighbouring Systems) forced to work in the treatment plants and trial the various drugs and chemicals produced.
A small secure network of underground cities were sealed off from the surface via well guarded entrances and air locks, housing the research teams and managements crews controlling the experiments.
With little in the way of military defenses the planet was quickly overrun and the majority of the cities breached, allowing the toxic atmosphere to seep into the connecting tunnels. Once it was obvious that the planet offered no military threat or value the Imperium reprioritised their against the inner two Styges worlds, leaving Styges III to choke on its own poison.
