Even before the Imperium had reached the [[Trugoy System]] it was an interplanetary society, rules through a tyrannical hand based on the planet of Trugoy. Amidst the sands and limited resources, tribal clans rose and fought each other for dominance over the shattered and unforgiving world. From these clan was, territories were established and vast hive structures were erected to protect and utilise the previous locations where life could survive and perhaps even flourish.

This tradition quickly became the cornerstone of the social structure and a method in which the ruling clan could cull the weak, and potentially threatening, members of their Hives.

Commander Sekvan had shown promise during the Compliance of the [[Centrumeh System]] and had been given the command as a form of a test; if the execution of the Trugoy Compliance was carried out successfully he would be well onto his way to a senior command position in a primary Crusade Fleet and potentially a Governorship within a decade. Working with a substantially smaller than normal task force and no Astartes support, the 375th Crusade Fleet entered the [[Trugoy System]] only after extensive probing and covert reconnaissance. Having analysed the method in which the clans enforced their rule and social structure of might and intimidation Sekvan believed his path was clear.

Instead of concentrating his limited forces and attacking targets one at a time, he stunned his commanders by ordering them to split into a dozen smaller operation battalions and prepared them for orbital insertion at twelve of the thirteen largest Hives on Trugoy. For the thirteenth and largest Hive, Jermian, he reserved his master stroke.

Without warning, negotiation or threats Sekvan entered Trugoy's orbit and commenced orbital bombardment of Jermian. After less than thirty six hours the city was levelled and the twelve Battalions made planet fall outside of their assigned Hives. Believing that the entire society was established on the theory that might is right Sekvan had wanted to open the campaign with a show of brutal strength and unforgiving power followed by a threat against the remaining clans. The risk of the plan was huge and it was an all or nothing ploy, the forces deployed against the individual Hives were nowhere near the strength required to suppress them and there was no way that all of them would be able to be retrieved from the surface if the clans launched counter attacks.

The gambit paid off and as the first orbital landers made touch down outside the Hive walls multiple vox hails began flooding the command ship announcing the clan's unconditional surrender. With the rulership of the clans decimated the planets in the system quickly yielded and within six months of been given his orders Commander Sekvan reported the Compliance complete.

In the years following the brutal Compliance action of Sekvan the clan's cominance in the political arena diminished and, as with all worlds brought into the Imperium, the native religion was suppressed in favour of the Imperial Truth. With Hive Jeriman and its inhabitant clan reduced to radioactive ash, the seat of the Imperial Governor was installed at Hive Poltar, a decision intended to disrupt the former clan hierarchy. While there was an Imperial Garrison force present, this tactic did indeed work and the clans influence over the day to day running of the System was inconsequential. However after only two years the garrison was requisitioned to assist in the continued efforts of Compliance in the Sub-Sector, leaving the planet to raise its own militia and minimal direct Imperial oversight. The political maneuverings began immediately; Clan Poltar reinforced its hold on power by resurrecting a number of former alliances and awarding them lucrative Imperial contracts or giving them generous Tithe concessions while levying their rivals with harsh taxes to compensate.

Although the Governor, a Clansman, was hesitant to influence the operations at the [[Nestro]] shipyards or the Mechanicum activities on [[Impasse]] for fear of drawing Imperial attention, he was not so fearful of directly interfering with the industry on [[Grox]] which fell under direct fealty to Trugoy and not Mars. The manufactorum facilities were ordered to quadruple their output and protested from the local administrators were ignored. The increased trade and commodities output over the following decades generated tremendous wealth which would normally allow significant increases in the worlds infrastructure for long term development, instead the resources were diverted into the coffers of Clan Poltar and further secured their hold on power.
