The above variable max ends with the highest value. While doing the above can use an else to grab the not highest values. Into a new array and then do the same looping to find second highest so we end up with
 
Max = highest
Max2=2nd highest
 
Simple if check
 
Grab Max2 and add on either the minorlead or majorlead value then do simple if check
 
If Newmax2 > Max then planet is contested if not then planet belongs to max.
 
Then simply list all points for various factions.
